Senior System Engineer

Belay Technologies is seeking a Senior System Engineer (SE), to support the Data Normalization & Automation (DNA) TTO which provides normalization of cyber security data and automation of threat intelligence. The SE will provide leadership in a Scaled Agile Framework (SAFe) environment. Duties include but are not limited to: Chair the End-End Thread Board; Manage Agile Release Train; Coordinate and Manage Release/Program Increment Planning and Execution; Encourage Collaboration with Branch; Manage Risk and Escalate Roadblocks; Drive Improvement and Deliver Value; Identify, Measure and Improve Upon Key Performance Metrics; Triage Requirements for Agile Release Train; Refine the Program Backlog and Consult with PMs for Requirements Clarification; and Interface with Section and Division to integrate with work progress tools. Must be familiar with Jira, Confluence, and SCRUM. Agile Certification or SCRUM Master Certification is preferred. Knowledge of the NSA Data Flow Architecture and process is good to have. The SE applies systems engineering principles throughout the systems life cycle phases: Concept, Development, Production, Utilization, Support, and Retirement. Interacts with the Government regarding Systems Engineering technical considerations and for associated problems, issues or conflicts. Communicates with other program personnel, government overseers, and senior executives.

Candidates should have the following qualifications: 
  • TS/SCI with full scope polygraph is required.   
  • A Bachelor’s degree in a Qualified Engineering Field (See Note 1) or a related discipline (See Note 2) from an accredited college or university plus fifteen (15) years of systems engineering experience.
OR
  • A High School Diploma or GED plus nineteen (19) years of general systems engineering experience (any Process Area).
OR
  • A Master’s degree in a Qualified Engineering Field (See Note 1) or a related discipline (See Note 2) from an accredited college or university plus thirteen (13) years of systems engineering experience.
OR
  • A PhD in a Qualified Engineering Field (See Note 1) or a related discipline (See Note 2) from an accredited college or university plus thirteen (13) years of systems engineering experience.

Note 1 – Examples of Qualified engineering fields include: Aeronautics, Biomedical, Chemical, Civil, Computer, Electrical, Environmental, Mechanical, Nuclear, Software, Systems, and Engineering Management.

Note 2 - Examples of related disciplines include: Chemistry, Computer Science, Information Systems, Mathematics, and Physics.

Candidates are required to have the following skills:

  • Project Process Area - Project Planning, Project Assessment and Control, Decision Management, Risk Management, Configuration Management, Information Management, and Measurement;
  • Enterprise (Organizational Project-Enabling) Process Area - Project Portfolio Management, Infrastructure Management, Lifecycle Model Management, Human Resource Management, and Quality Management;

Candidates are desired to have the following skills:
  • Knowledge of the NSA Data Flow Architecture and process is good to have.
