Full Stack Developer/Systems Engineer Level 4

Belay Technologies is looking for a Full Stack Java developer System Engineer Level 4 (SE) to support the Data Normalization & Automation (DNA) team. This task order is an end-to-end mission agnostic solution provider that designs, implements, integrates, and normalizes standard data formats, enables knowledge automation, and expands information sharing. DNA provides end to end enterprise capabilities that normalizes data once, reduces data loss, enables data consistency for automation, increases shared data sets for all customers, and improves corporate repositories data ingression. The SE develops, maintains, and enhances complex and diverse software systems (e.g., processing-intensive analytics, novel algorithm development, manipulation of extremely large data sets, real-time systems, and business management information systems) based upon documented requirements. The SE works individually or as part of a team and reviews and tests software components for adherence to the design requirements and documents test results. The SE resolves software problem reports and utilizes software development and software design methodologies appropriate to the development environment. The SE provides specific input to the software components of system design to include hardware/software trade- offs, software reuse, use of Commercial Off-the-shelf (COTS)/Government Off-the-shelf (GOTS) in place of new development, and requirements analysis and synthesis from system level to individual software components.



Required Qualifications:
  • Master’s degree in a Qualified Engineering Field (See Note 1)
      • or a related discipline (See Note 2) from an accredited college
      • or university plus eight (8) years of systems engineering experience
  • A PhD in a Qualified Engineering Field (See Note 1)
      • or a related discipline (See Note 2) from an accredited college
      • or university plus eight (8) years of systems engineering experience
  • Full Stack Developer

  • Java
  • React JS
  • Applies systems engineering principles throughout the systems life cycle phases for the following:
      • Concept
      • Development
      • Production
      • Utilization
      • Support
      • Retirement
  •  Interacts with the Government regarding Systems Engineering
  • Technical considerations and for associated problems, issues or conflicts
  • Communicates with other program
  • Personnel, government overseers, and senior executives. Responsibility for the technical integrity and quality
  • Completeness of work performed
  • Deliverables associated with one or more of the 25 process areas defined by the following: ISO/IEC15288
  • Technical Process Area - Stakeholder Requirements Definition, Requirements Analysis, Architectural Design, Implementation, Integration, Verification, Transition, Validation, Operation, Maintenance, and Disposal
  • Project Process Area - Project Planning, Project Assessment and Control, Decision Management, Risk Management, Configuration Management, Information Management, and Measurement
  • Enterprise (Organizational Project-Enabling) Process Area - Project Portfolio Management, Infrastructure Management, Lifecycle Model Management, Human Resource Management, and Quality Management
  • Agreement Process Area - Acquisition and Supply
  • A Bachelor’s degree in a Qualified Engineering Field (See Note 1)
      • or a related discipline (See Note 2) from an accredited college
      • or university plus ten (10) years of systems engineering experience.
  • Or a High School Diploma or GED plus fourteen (14) years of general systems engineering experience (any process area).
  • TS/SCI with polygraph
* Note 1 – Examples of Qualified engineering fields include: Aeronautics, Biomedical, Chemical, Civil, Computer, Electrical, Environmental, Mechanical, Nuclear, Software, Systems, and Engineering Management.

*Note 2 - Examples of related disciplines include: Chemistry, Computer Science, Information Systems, Mathematics, and Physics.
